REPRESENTATIVES MAKE, AND LOSE, POINTS WITH INTEREST GROUPS.(CAPITAL REGION)

Gerald Solomon and Alfonse M. D'Amato are ``environmental zeros.'' Michael McNulty is ``no Sam Stratton,'' but is a friend to the military and defense establishment. Daniel Patrick Moynihan is ``unfriendly'' to taxpayers.

Those are just some of the opinions on the New York congressional delegation included in a scorecard written by a non-partisan political watchdog group. The group, called Project Vote Smart, compiled congressional ratings authored by various special interest groups, both conservative and liberal, to give a snapshot of elected representatives.

Grades were issued on a 100-point scale based on the member of Congress' voting record.
